PALILULA MUNICIPALITY `ACTION PLAN` – VISION OF DEVELOPMENT UNTIL 2016

`Action plan is not only a direction, it represents the most important activities and concrete investments that we should prepare to implement in coming five years, in order to improve life conditions for life and work of all Palilula citizens` – emphasized Boban Dzunic, Municipal president.Palilula Municipality is one of 12 municipalities in Serbia and only one City municipality in Nis that, within its regular project activities, two years ago went through Programme of support to Municipalities (MSP IPA 2007) `Good administration, planning and services`. It opened the possibility of creating Action plan of Municipality and support of consultants of the Programme MSP IPA 2007 financed by European Union and implemented by consortium headed with GIZ IS.

On this document, significant for the citizens of Palilula and City of Nis in whole, was being intensively worked on and Coordination team of the project of the Municipality made final document of Action Plan of Palilula Municipality for 2012-2016 that, after adoption at the meeting of the Assembly, was published in publication and on CD.

During five workshops organized in this period every single project of priority was being analyzed by special work group that was made of the officers from Municipal administrations and representatives of certain institutions and interested sides. Work groups selected Strategy of projects implementation, made Activity plan and Project budgets and coordination team promoted Final draft of Action plan of Palilula Municipality in publication. On this occasion, during the last year at the building of Palilula Municipality was put also the table (MSP IPA 2007) and promoted Publication – Action plan of Palilula Municipality for 2012-2016.

Action plan of Palilula Municipality- Nis consists of 40 projects. Thirteen strategic projects relies to improvement of life quality of people. Municipality of Palilula is relatively new city type municipality (founded in 2004) and interests, that should be represented by it on the City level, come out to be in limited authorizations that one city municipality usually has. Having this in mind, Palilula Municipality want to mobilize also other interested sides: citizens, institutions, enterprises and non governmental organizations so that it could realize planned activities.

According to president, Action plan of the Municipality represents one operative tool for the implementation of Strategy of development of Palilula Municipality that should, in the period of coming five years, provide developmental way of Palilula Municipality, together with City of Nis, as well as one clear place within the Strategy of development and annual budgets of the City of Nis.We have defined the Vision of development and it says: Palilula Municipality stands for economically developed community, integrated in global streams, attractive for life and work, characterized by flexible work market, with competent human resources and rich cultural identity`. For the realization of this vision four main developmental priorities are coordinated and every priority has strategic aim:

As the first priority infrastructure was stated-equal development of infrastructural systems;Priority number two is life surrounding – environmental protection;priority number three is economic growth –activation of developmental potentials for higher employment and
priority number four - social development - improvement of social services and more care for all Municipal citizens.What sort of result will be of these projects in Palilula will much depend on the understanding of the City authorities and their decisions, whether they would support this `locomotive engine` coming from Palilula.
